Union Bargaining Agreements & Wage Rates

WUCA maintains a strong and collaborative relationship with Operating Engineers Local Union 139 and Wisconsin Laborers Local 113 through established collective bargaining agreements. These agreements ensure fair wages, safe working conditions, and comprehensive benefits for union members while promoting a harmonious and productive work environment. By partnering with these unions, WUCA supports skilled labor and fosters mutual growth, stability, and shared success within the construction industry in Wisconsin.


As a result of WUCA's collective bargaining agreements, contractors are obligated to contribute to the Issues Improvement Program or the Contractor Administration Fund an hourly rate as defined by the agreement. These contributions support industry-related initiatives, enhance labor-management relations, and fund the administration of the collective bargaining agreements, ensuring their effective implementation and ongoing development. Who Pays: All employers covered by either agreement   

  • WUCA Members pay IIP Only, Non Members Pay both IIP and CAF. Please feel free to use the table on the back side of this flier for your calculations.


Due: Payments are due monthly, by the 15th of the month following the payment period.       

  • Industry Improvement Program (IIP) - All   
  • $0.18 per hour an employee works (straight or overtime)   
  • Contract Administrative Fund (CAF) - Non-WUCA Members Only   
  • $0.30 per hour an employee works (straight or overtime) 


Late Fees:

  • Laborers 113- After employer is made aware of delinquent payments in writing, damages may be calculated as follows: An additional 20% of delinquent payment shall be applied, as well as monthly interest accrual on unpaid and delinquent balances. If delinquency is deferred to legal counsel for collection, attorney’s fees and other costs and expenses reasonably arising in connection to the collection may be added. 
  • Operators 139-Employer will be assessed, and agree to pay, $2.00 per employee for each thirty day period of delinquency. Employers may also be charged damages and costs for the purpose of enforcing rules, including audit, appropriate legal, equitable and administrative relieve without the need for grievance or arbitration.

However, the success of these initiatives depends on sustained funding from Washington, D.C. Why Continued Federal Support is Crucial Aging Infrastructure Needs: Much of Wisconsin’s water infrastructure is nearing the end of its functional life. Without regular investment, lead service lines, failing wastewater systems, and outdated stormwater management pose significant risks to public health and safety. Emerging Challenges: Contaminants like PFAS, known as “forever chemicals,” threaten water safety in communities across the state. Continued funding ensures we can detect, remove, and prevent these hazards. Economic Impact: Federal funding supports thousands of jobs in construction, engineering, and manufacturing while providing cost savings to municipalities and ratepayers. A lapse in funding could halt these benefits. The Success of Federal Funding So Far Wisconsin has been a model of effective use of federal resources. Since the enactment of the Bipartisan Infrastructure Law (BIL): The state has received over $900 million for water infrastructure projects. $402 million has been allocated to address emerging contaminants like PFAS. Communities of all sizes have benefited from grants and below-market loans, with special attention given to underserved areas. This progress underscores the need for continued federal support to maintain momentum and address long-standing water issues.
