The WUCA Scholarship program is dedicated to supporting the educational pursuits of students connected to the underground construction industry. Each year, WUCA awards scholarships to deserving individuals who demonstrate academic excellence and career potential. Applicants must be either affiliated with WUCA/IIP or an immediate family member of someone who is. These scholarships help alleviate the financial burden of higher education and encourage a focus on the underground construction sector. By investing in education, WUCA fosters a skilled and knowledgeable workforce, ensuring the continued growth and success of the industry.

WUCA maintains a strong and collaborative relationship with Operating Engineers Local Union 139 and Wisconsin Laborers Local 113 through established collective bargaining agreements. These agreements ensure fair wages, safe working conditions, and comprehensive benefits for union members while promoting a harmonious and productive work environment. By partnering with these unions, WUCA supports skilled labor and fosters mutual growth, stability, and shared success within the construction industry in Wisconsin. As a result of WUCA's collective bargaining agreements, contractors are obligated to contribute to the Issues Improvement Program or the Contractor Administration Fund an hourly rate as defined by the agreement. These contributions support industry-related initiatives, enhance labor-management relations, and fund the administration of the collective bargaining agreements, ensuring their effective implementation and ongoing development. First published in 1970 by the Public Works Industry Improvement Program, our Standards Specification Manual has received wide acceptance throughout Wisconsin. Over the years, the publication has become a definitive resource for every municipal and consulting engineer & Public Works Contractor, as well as equipment and material suppliers.
