The role of a "Competent Person" in Excavation Safety

Excavation work is a critical part of underground infrastructure construction, but it comes with significant risks. Every year, over 20 workers lose their lives due to trench cave-ins, underscoring the importance of proper safety measures. To protect workers, OSHA mandates that a Competent Person be present on trenching and excavation sites, yet many companies fail to meet this requirement.


What Does a Competent Person Do?

OSHA defines a Competent Person as someone who can identify existing and potential hazards and has the authority to take corrective action. Their responsibilities include:
Ensuring OSHA standards are met – including proper trench protection and soil classification.
Classifying soil correctly – before choosing the right protective system.
Following manufacturer tabulated data – to ensure trench safety equipment is used within safe limits.
Knowing when to call in engineers – for site-specific shoring and shielding designs.
Selecting the right protective system – whether it’s sloping, benching, or shoring.


OSHA requires that the Competent Person be trained and continuously evaluated to ensure they can effectively protect their team. Simply checking the training box isn’t enough—ongoing knowledge and proper execution are essential.
